Whenever you fight him and defeat him in a five-star raid, there's a chance he may eventually appear as a brilliant version. The glossy version has a low chance of appearing, but there is still a chance. When Kyurem was originally released, there wasn't a brilliant version at all.

Kyurem will only be available in Pokémon Go from December 16 to December 31. He will disappear in early 2022. After that, we don't know when he will return to the mobile game.
