You can find TM13 Ice Beam in Sail Rock at the Department Stores. It is located east of Solaceon Town and north of the nearby coastal town of Pastoria, where the Great Marsh Gate is located. Ice Beam costs $ 3000, which is a lot cheaper than Fire Blast and Hyper Beam. It also has a power of 90 and has a decent accuracy of 100. Unfortunately, the PP is quite low at 10, but you can always improve it with a PP Up.
