For most players, you will find the standard form of Furfrou all over the world and it will become a regular catch for you. The only way to acquire a Furfrou in its La Reine form is to be in France. If you are not in France, unfortunately, you will not be able to access this form. You can't even find this Pokémon in the wild. Instead, it will be tied to the shape shift mechanic, which you can access by first catching a Furfrou.
When you acquire Furfrou, you will click on it in your collection and under the 'boost' option you will see the 'edit module' choice. Click on it and you will be able to see every shape in which you can change your Furfrou, given your location. Each time you change the shape of your Furfrou, it will cost 25 Furfrou candies and 10.000 Stardust, so it's not an economic change.
Only a handful of modules are available worldwide, while the rest are exclusive to the region. So, if you are looking to add the Furfrou La Reine liner to your collection, you will need to book a ticket to France or find a visiting coach who has been there.
