You won't be able to find Magby on any of the trails or in the wild. Instead, you can only find this Pokémon while wandering the Grand Underground. You will unlock this area after obtaining the Explorer Kit from the old man of Eevopolis, where you can fight the second Gym Leader.
It is important to note that Magby is a Pokémon exclusive to Pokémon Shining Pearl. You will not be able to find Magby in Pokémon Brilliant Diamond. If you own the Brilliant Diamond version, you can only get this Pokémon by trading it with a friend who owns Shining Pearl.
