You can find the MT38 Fire Blast at Veilstone City department stores. This huge five-level building carries many items, necessary for any budding Pokémon trainer. The city is located on the eastern side of the map, north of Pastoria City and east of Solaceon Town. You will know you are in the right place if you see rocks all over the neighborhood.
Once you are there, you can find the department store northwest of the Pokémon Center. It is a tall yellow and green building. A woman with a white hat and a pink bow tie is walking around the area. She enters and heads to the elevator at the top right. Now choose to go up to the third floor. Run to the cashier at the bottom left of the room.
Talk to her and you will see MT38 Fire Blast for sale. It will cost $ 5.500. Hope you have enough to buy it. You can also find moves like Flamethrower and Thunder here. Once purchased, you are only given one TM, so choose wisely which Pokémon will receive it.
