Blast Burn, Hydrocannon, and Frenzy Plant are some of the most powerful moves that can be learned from Fire, Water, and Grass-type Pokémon respectively. However, only the fully evolved forms of each starter Pokémon can learn these moves. Also, they cannot be learned by leveling up or through an obtainable TM. Here's how your fully evolved starter Pokémon can learn Burn, Hydro Cannon, and Plant Fury in Pokémon Brilliant Diamond and Shining Pearl.
You'll need to do four things first: complete the game by defeating the Elite Four, unlock the National Pokédex, have a fully evolved starter Pokémon on your team (can be any Generation I to IV starter Pokémon), and even max your starter Pokémon's friendship. . Once you've met these prerequisites, head to Snowpoint City to navigate to the Battle Zone, then travel to Route 228.
On Route 228, you'll find an elderly Move Tutor inside a house in the middle of a harsh sandstorm. Talk to him and he will offer to teach "ultimate moves" to your Pokémon. Each move deals a huge amount of damage, but also requires its user to recharge during the next turn. Here are all the Pokémon that can learn every move.
