Submachine guns in Call of Duty: Vanguard are rapid-fire but not particularly powerful. Speed is certainly a good thing, but the MP-40's rate of fire is hampered by its weak damage. Therefore, the best MP-40 builds focus on increasing firepower and accuracy without sacrificing too much speed.
